The EU Commission has decided to register an initiative of European citizens called "Returntheplastics: a citizens' initiative for a deposit system throughout the EU for the recycling of plastic bottles". The organisers of the initiative ask the Commission to put forward a proposal to: introduce a EU-wide deposit system to recycle plastic bottles; encourage all EU Member States to ensure that chains of supermarkets which sell plastic bottles will install bottle collection devices for recycling; and charge companies that produce plastic bottles "plastic" fees for recycling and the plastic bottle storage system (according to the "polluter pays" principle). The Commission considers this initiative legally admissible, as it fulfils the necessary conditions, but has not yet analysed the substance of the initiative at this stage.
