New rules on the export, import and shipment of plastic waste within the EU, are those adopted by the European Commission to prohibit the export of plastic waste from the EU to non-OECD countries, with the exception of clean plastic waste destined for recycling. Exports of plastic waste from the EU to OECD countries and imports into the EU will also be subject to stricter controls.

Over the past decade, uncontrolled trade in plastic waste has increased, damaging both the environment and public health. The new rules should put an end to the export of problematic plastic waste to third countries which often do not have the necessary capacities and standards to manage it sustainably. It is also a key commitment of the European Green Deal and the new action plan for the circular economy. At the same time, today’s decision contributes to the EU’s strategy on plastics, which aims to reduce plastic waste and encourage better sorting and recycling. The new rules will enter into force on 1 January 2021.
