EU, 330 billion euros for new Programmes

In recent days, the EU has published the first Implementing Regulations for the preparation and carrying out of the new Operational Programmes co-financed by the European Structural Funds under the Cohesion Policy 2021-2027. This is an overall legislative package that makes 330 billion euros available to Member States. The package includes the Regulation containing the provisions common to European funds, the ERDF Regulations, the Cohesion Fund, the European Social Fund Plus (ESF+) and the Just Transition Fund. These regulations, in order to become operational, will necessarily have to be supplemented by a series of implementing measures that guide the work of the EU Funds Management Authorities and the administrations involved in the Structural Funds. Three regulations have been published in the Official Journal of the EU:

  • Commission Implementing Regulation 2021/435 of 3 March 2021 which, by amending Regulation No. 288/2014, introduces innovations to the models for Operational Programmes under the Investment for Growth and Jobs objective and the European Territorial Cooperation objective in the light of the new thematic objective "Promote overcoming the effects of the crisis in the context of the Covid-19 pandemic and its social consequences and prepare a green, digital and resilient recovery of the economy".
  • Commission Implementing Regulation 2021/438 of 3 March 2021, amending Regulation No. 184/2014, by introducing the new thematic objective related to coronavirus emergencies among the intervention categories under the European territorial cooperation objective.
  • Commission Implementing Regulation 2021/439 of 3 March 2021, amending Regulation No 215/2014, to include the thematic objective related to the covid-19 emergency among the categories of intervention for the ERDF. The ESF and the Cohesion Fund under the Investment for growth and jobs objective.
