
Where must the documents be submitted?
Except in cases requiring a SCIA submission through ComUnica (documents must be submitted through the starweb.infocamere.it/starweb), all documents must be submitted via the business advisory centre website, in the "Invio pratica online" section that allows you to choose the relevant business advisory centre on a list arranged by territory. In the event that the city responsible for the area is not included in the regional software, and to see how submission is to be performed, check the www.impresainungiorno.gov.it website or forward the file to the PEC (certified email) address in the website.
What if the entrepreneur does not have a digital signature?
The digital signature can be activated free of charge by entering the health card code, which may also serve as a digital signature. The Regional Department of Industry is based in Viale Trento 69 in Cagliari, a branch dedicated to this activity that provides all information and issues the cards. The entrepreneur can therefore immediately register in the submission portal, without having to wait for reception of a password. For further information, click here.
Alternatively, the employer can assign a special power of attorney to another person who will sign digitally on his or her behalf. In such case, she/he must fill in the F15 form and sign it by hand. The form must then be scanned and digitally signed by the proxy.
I do not have a PEC certified email address. How do I submit the documents?
Certified email is mandatory under penalty of inadmissibility of the submitted documents. If the entrepreneur or the company does not have a certified email address, another certified address can be added for receiving any notifications or information regarding the submission. In this case, you do not need a special proxy.
Who should digitally sign?
All the parties who are required to sign the statements by hand are also required to digitally sign their statements/reports. To minimize the size of the documents to be submitted, those that have to be submitted in copy form (ID, payment slips, copies of contracts, etc.), do not require a digital signature.
Who may be granted a power of attorney?
The power of attorney for the signature and submission of documents may be given to anyone. No subjective requirement need be complied with by the proxy. In the event of a proxy signature the procurator is required to keep the original hard copy of the entire application.
I have registered with the SUAP website but I cannot log in. What should I do?

How must the stamp duty be paid now that the files can be submitted only electronically?
This can be done by reporting on the "Istanza" form the serial number of the stamp, cancelling it, and keeping the original.
Are cultural associations and amateur sports associations (ASD) required to submit the DUAAP?
The submission is required every time there is an economic activity connected to the production of goods or the provision of services carried out in an entrepreneurial way.
By their nature, the activities of cultural and sports associations are generally not entrepreneurial and therefore they are not required to submit the DUAAP.
Must the electric, plumbing/sanitary, heating and energy certifications be digitally signed or simply scanned?
System compliance certificates can be submitted in simple copy; therefore a pdf file not digitally signed is sufficient.
Do business advisory centres also handle changes of use from dwelling to productive activity (e.g., commercial/industrial/professional premises, etc.)?
Construction-related documents are included as part of the SUAP procedure whenever the intended use of the property is unequivocally and functionally connected to future production of goods and services, regardless of the qualification of the interested party (contractor or owner).
I received an email from the SUAP service, but I cannot view the attachment
The emails sent by the SUAP service are simple notifications to the user that the SUAP service has sent a message to the portal. To view the attachment, you will need to access the portal and search for the relevant document. By clicking on "comunicazioni", the messages sent by the SUAP system to the user will be displayed.
Is it always necessary to fill in the F16 form?
Filling in the F16 form is mandatory for documents submitted through channels other than the regional portal of the business advisory centre. For those sent through the portal the list of attachments is generated automatically by the system; therefore, filling in the F16 form will not be necessary.
Does the DUAAP submission require a copy of the insurance-related engineer's report?
No, it is not compulsory. The engineer must certify the fulfilment of obligations to communicate to the client the details of his/her insurance policy.
What are the checksum codes and how do I obtain them?
The checksum codes are alphanumeric codes that identify the files. These codes consist of a sequence of bits associated with the forwarded package: it is used to check the integrity of a datum or a message that may have been altered during its forwarding by the means of the communication used.
The codes regard only the F16 form that is to be filled in only if the documents are not forwarded through the software, or via certified email.
In the F16 form, which must be filled in only for submissions transmitted through channels different from the regional SUAP portal, the list of documents being forwarded and the checksum file code must also be submitted.
To obtain the checksum code, it is necessary to install a freeware program on your computer: online search engines can provide a wide range of freeware.
Once the checksum code is obtained, copy and paste it in the appropriate box of the F16 form; this operation must be repeated for each of the files being submitted, making sure that the calculated checksum has a sha-256 format.
What to do if the entrepreneur cannot submit the documents electronically?
The entrepreneur can attach a special power of attorney only for the submission of the documents through the F15 form. In this case (and in the event that the contractor has a digital signature), scanning the document with the original signatures will not be required, but the form containing the digital signatures and the indication of the name of the signer will be required, as for all the other forms.
I must submit the documents online but I cannot find the activity of my interest in the drop-down menu.
The regional software database is undergoing a complete overhaul; it will soon be possible to have a much wider range of activities. In the meantime, we suggest you choose the closest activity.

Is there a special application form to request the withdrawal of a submission? Is there a special procedure?
A simple letter forwarded to the SUAP through the "comunicazioni" box is sufficient. The business advisory centre system will forward the letter to all the offices and bodies involved in the process, so that the dossier can be closed.
I'm experiencing trouble viewing the pdf forms (filled in and digitally signed or not). What should I do?
The pdf forms are displayed correctly by using the Adobe Acrobat Reader freeware software, from version 9 on.
I cannot use the electronic submission software. How can I do it?

Is it always mandatory to include a certified email address or is an ordinary email address sufficient?
It is always mandatory, under penalty of rejection, to add a certified email address to receive messages concerning the submission.
Is there a maximum file size limit?
The file as a whole may not exceed the maximum size of 50MB. Should the file be bigger, it is possible to agree on alternative methods of submission with the business advisory centre.
Which file formats are admissible?
The regional forms and the attached documents must be in pdf format and project drawings in DWF format. The digital signature formats allowed are .P7M, .PDF and .XML
What is a production plant?
The term "production plant" refers to plants for all activities connected to the production/manufacturing of goods and services, including agricultural, commercial, craft, tourism and accommodation activities, any business activity related to residential building and services provided by banks, financial brokers and telecommunications companies.
What is the difference between SCIA and DUAAP?
In Sardinia, as referred to in Article 19 of Law 241/90, all SCIAs are included in day-zero DUAAPs. There are cases of day-zero DUAAPs that are not SCIAs, such as those for the opening of medium-sized retail activities.
Is a professional insurance policy always mandatory for a professionals/technicians?
Professionals are required to have a professional insurance policy only for declarations of compliance not included in the SCIA form.
In the case of submissions for immediate start-ups, when can the activity be started?
For zero-day immediate start submissions, the activity can be started from the moment of receipt of the automatic receipt system. In the event of a 20-day immediate start-up, 20 days must go by after the date of automatic receipt before starting any activity.
Which submissions require a meeting of authorizing bodies?
Only the submissions referred to in Article. 1, paragraph 24 of Regional Law 3/2008.
I submitted the files but I have not received any feedback in the last three days. Is this normal?
The automatic receipt is issued within a few minutes or at most a few hours. If you have not received a reply, you should contact Technical Support: +39 070 6069021 or +39 070 6069023.
Can a municipality require more forms than the regional authorities?
Yes, in the case of additional requirements prescribed by their municipal regulations. It should however be noted that the provisions of Article 6, letter b of Decree Law 70/2011 must be complied with; it states that "public authorities shall publish on their official websites the list of deeds and documents necessary to obtain administrative actions; other instruments or documents may be required only if strictly necessary and may not be unreasonably denied to private citizens”.
If I filled in a form prior to the latest published version, can the SUAP system reject the file as inadmissible?
The forms are constantly updated to keep the contents up to date as required by law, to improve their functionality and cover cases and circumstances previously not provided for. Although filling in the updated forms is always important, the business advisory centre system usually accepts older versions, unless the changes are substantial compared to the content of declarations; the use of the latest form available is recommended to make statements that fully comply with the applicable rules and regulations, but it is not in itself an absolute obligation. Earlier versions may still be submitted, making sure, if necessary, to add any missing information in the extra space available (e.g., using the "note" fields, or the D100 form).
May a non-entrepreneur submit a SUAP file for a property intended for productive use?
Yes, but only if the file concerns a production plant.
Can a professional give a power of attorney to another professional to digitally sign documents using the F15 form?
The F15 form allows a power of attorney for signatures only for entrepreneurs not having a digital signature. With the same form, it is also possible to grant power of attorney for the submission of the file.
With procedures requiring a meeting of authorizing bodies, if I have received the automatic receipt, can I start the business?
No, any file for which such a meeting is required has to wait for the issuing of a final decision.
Who issues the declaration of building code compliance?
The declaration of building code compliance is issued at the end of the works by the site engineer; for premises where the work period ended more than a year before or in the event of impossibility of the site engineer to submit such a declaration, the declaration may also be submitted by the owner, the shopkeeper or another stakeholder.
When does the deadline for these checks expire?
As concerns events included in the purpose of Notification of the Beginning of Building Activities (SCIA), as provided for in Article 19 of Law 241/90, inspections must take place within 60 days of the date of issue of the automatic receipt, 30 days for construction works requiring notification. The right to self-defense of the public administration is guaranteed and debarring by the statute of limitations is not applied in the case of false declarations. Even after the release of the inspection certificate, the public administration and the relevant departments have the power to verify compliance of the construction work with the applicable regulations, and to adopt measures containing interdiction measures or other debarments, which are notified to the business advisory centre and the party concerned.
How can I pay the duties and fees connected to the application?
While waiting for activation of the payment system pursuant to Presidential Decree 160/2010, charges and fees are paid through traditional channels by attaching copies of receipts of payment to the DUAAP. Please note that the copies need not be digitally signed.
When do I pay authorization fees?
For immediate start-up procedures, concession fees are paid before submission of the application and the receipt must be attached to the DUAAP; for applications requiring meetings of authorizing bodies, the payment may be made after such bodies publish their decision, but before the issuing of the final resolution.
