Job placement tools alternative to the contract

If you are interested in training employees in your company, without being forced to enter a contract of employment, there are some alternative job placement tools at your disposal, such as training and guidance internships or national civil service.

The internship represents a path of work placement in companies without a job relationship. It also represents an opportunity for companies that can test the technical and professional skills of trainees and evaluate for the transformation of a traineeship into a subsequent employment contract. The current legislation identifies different types of internship distinct in two macro-areas.
In the first (which includes the types of internship excluded from the regulation introduced by the Agreement Conference State Regions and Autonomous Provinces) are present:

  • curricular placements, an integral part of an education or training course;
  • period of professional practice;
  • transnational traineeships provided for in European programmes;
  • placements for non-EU persons;
  • summer internships;

in the second macro-area, there are:

  • training and orientation placements for new graduates and new graduates within 12 months of obtaining the degree, with a maximum duration of 6 months;
  • work placement and reintegration for the unemployed;
  • placements for guidance and training or integration/reintegration for the disabled.

The Autonomous Region of Sardinia, accepting in its Guidelines the provisions of the Agreement, has therefore regulated the institute of internship identifying, for those involved in the relationship, skills, responsibilities and limits.

The subjects that collaborate to the activation of an internship are three:

  1. the sponsoring entity, which may be represented by state and non-state educational institutions that issue legal qualifications, state and non-state higher education institutions entitled to issue academic degrees.
  2. The host entity, or the public or private entity that, in possession of the requisite, hosts in its own organization the trainee.
  3. The trainee, who through the experience of the traineeship is interested in acquiring skills that can be spent on the labour market.

The other tool available, as mentioned, is the Civil Service. A tool that allows you to insert new employees without any additional costs for the company. In fact, the monthly allowance due to the volunteer is totally charged to the National Office for Civil Service (UNSC) for a total period of 12 months. You can prepare a project for the use of volunteers, if your company operates in the so-called third sector, whether it is a social enterprise or a non-governmental organization, a non-commercial body or a social cooperative, and is regularly registered in the national or regional register of civil service. To submit a project, you must meet the requirements of Law 64/2001. The fulfilment of these requirements allows the possibility of obtaining accreditation, in order to submit projects for the use of volunteers.
